Contributors can move/rename/delete folders within folders they have contributor access to

In order for organisations to give different teams, groups or business units access to manage their own sets of assets, we need these teams to be able to have full control of the folders within their own parent folder.

So if a contributor user is given contributor access to a given folder, they should be able to move/edit/delete folders within that folder.
